Senior Human Resource Officer

Fixed term for 12 months

The purpose of the Senior Human Resources Officer is to coordinate and deliver high-quality operational Human Resources services for Mamu Health Service Limited in a culturally safe, confidential and professional manner.

The position supports the Human Resources Manager by coordinating day-to-day HR functions, supervising and mentoring the Human Resources Support Officer, providing practical HR support to managers and staff, maintaining HR systems and workforce records, supporting recruitment and onboarding, coordinating performance and training processes, and monitoring HR compliance requirements.

The Senior Human Resources Officer is expected to exercise initiative, sound judgement and discretion within approved policies, procedures and delegations. Complex employee relations matters, investigations, disciplinary outcomes, workforce strategy, policy approval and high-risk industrial relations matters are escalated to the Human Resources Manager.

Position Description

Key Responsibilities

  • Coordinate day-to-day HR operations under the direction of the Human Resources Manager.
  • Provide practical HR guidance to managers and employees on approved HR policies, procedures, forms and processes.
  • Assist with the implementation and consistent application of HR policies, procedures and systems that comply with workplace legislation, the Award and MHSL requirements.
  • Coordinate HR workflow to ensure recruitment, onboarding, employment documentation, personnel records, training records and compliance checks are completed accurately and on time.
  • Prepare draft HR correspondence, reports, forms, position descriptions, employment documentation and briefing material for review and approval where required.
  • Maintain confidentiality and ensure HR records are handled in accordance with privacy, records management and organisational requirements.

Mandatory Requirements

  • Minimum Certificate III in Business Administration
  • Previous HR experience an advantage
  • High level of communication and report writing skills
  • Current QLD Drivers license
  • Current First Aid Certificate or ability to obtain one
  • Current Working with Children Check “Blue Card” or ability to obtain one

Selection Criteria

  1. Cultural capability:
    Demonstrated ability to work respectfully and effectively with Aboriginal and Torres Strait Islander peoples, staff, families and communities within a community-controlled health service environment.
  2. HR operational knowledge:
    Demonstrated experience coordinating HR processes including recruitment, onboarding, employment documentation, personnel records, training records, probation and performance review administration.
  3. Employee relations support:
    Demonstrated ability to provide practical HR support to managers and staff, prepare accurate documentation, maintain confidentiality and escalate complex or sensitive matters appropriately.
  4. Award and compliance awareness:
    Working knowledge of employment legislation, modern awards, HR compliance requirements and the importance of accurate employment records.
  5. Communication and interpersonal skills:
    Excellent written and verbal communication skills, including the ability to communicate respectfully with Aboriginal and Torres Strait Islander and non-Aboriginal and Torres Strait Islander people.
  6. Systems, reporting and attention to detail:
    Strong computer skills, attention to detail and ability to maintain HR systems, registers and workforce reports accurately.
  7. Values and safety: 
    Demonstrated commitment to child safety, cultural safety, equity, inclusion, workplace health and safety, confidentiality and professional conduct.
